This creates a flute-like sound by oscillating a relatively low cutoff value to create a vibrato effect. The slow attack and delay make it seem more natural. Slight detune gives it some body. Turn peak up to boost the lower frequencies if you want.
Sounds like the sound effect they use on the simpsons when something gets irradiated. Play the M2 key (A#1) when octave is set to 3. Adjust peak to your liking. It just adds more bass.

Modulate the EG decay and release ad mod the filter cut ad res. You can make a good wobble effect if you put some attack on the filter. I used a DS-1 Distortion Pedal with it. I turned down the volume on the volca so the pedal was acting more as an amplifier giving it some saturation.
